The change of address does not take a lot of time BUT it could take some time if you have to change your prefecture.
The process does not cost anything nor is it necessary to order a new titre de séjour. If you prefer, you can ask to update your address on your titre de séjour but you will have to pay 25 euros for the production of the new document.
This process can be done at any time during the validity of your visa/titre de séjour or at the beginning of the renewal of your titre de séjour.
